Bahrain Visa & Work Permit Refusals 2026 — LMRA & NPRA Decisions, Grounds, Tawasul Complaints

📅 Last updated: ✓ Version 1.0 📖 ~7 min read

Bahrain does not have a single immigration tribunal; refusals are reviewed through the issuing authority (LMRA or NPRA) and the Tawasul national complaints platform.

Overview

Bahrain’s immigration refusal system is split between two authorities: work permit refusals are decided by the Labour Market Regulatory Authority (LMRA), and visit visa and residence permit refusals are decided by the Nationality, Passports and Residence Affairs (NPRA). Unlike some jurisdictions with a specialist immigration tribunal, Bahrain does not have a separate immigration appeals court. The primary avenue for challenging or querying a refusal is direct re-application or reconsideration with the issuing authority, supplemented by the Tawasul national suggestions and complaints platform (services.bahrain.bh/tawasul), which routes complaints to the responsible ministry. LMRA also operates a Virtual Service Centre and a call centre (17 506 055) for employer and employee queries. Common work permit refusal grounds include non-compliance with the Bahrainization quota, deficient documentation, employer blacklisting, or the applicant’s prior deportation record. Visit visa refusals may relate to security databases, prior overstays, or incomplete sponsor documentation. Verified against lmra.gov.bh, npra.gov.bh, and services.bahrain.bh as of June 2026.

Work Permit Refusals — LMRA Process

  • Deciding authority: LMRA decides on commercial work permit applications submitted by employers. Refusals are communicated through the EMS portal to the employer.
  • Common refusal grounds: Employer has exceeded its Bahrainization quota (and has not paid the out-of-quota optional fee); employer has outstanding LMRA invoices or fines; the applicant’s previous permit was cancelled due to an offence; the proposed occupation is restricted; or documentation is incomplete.
  • LMRA reconsideration: Employers can contact LMRA’s Virtual Service Centre or book an appointment through ams.lmra.gov.bh to query the refusal decision. LMRA’s call centre (17 506 055) handles case-specific queries.
  • Re-application: There is no mandatory waiting period before re-applying for a commercial work permit, provided the underlying deficiency is corrected (e.g., Bahrainization quota resolved, outstanding fees paid).
  • Flexi Permit refusals: If the LMRA system does not recognise eligibility for a Flexi Permit (check via lmra.gov.bh or SMS to 33 150 150), the worker is not eligible at that point. Eligibility requirements are fixed by LMRA policy (cancelled/expired permit, wages dispute, or employer deregistration).

Frequently Asked Questions

My LMRA work permit application was refused — what is the first step?

Contact your employer immediately, as the refusal notification is sent to the employer’s EMS portal. The most common causes are: Bahrainization quota exceeded (your employer may pay the out-of-quota fee and reapply), outstanding LMRA invoices or fines on the employer account, or incomplete documentation. Your employer can book an appointment at ams.lmra.gov.bh or call LMRA on 17 506 055 to query the specific ground. There is no mandatory waiting period between refusal and re-application once the deficiency is resolved.

Is there a formal immigration appeal tribunal in Bahrain?

No. Bahrain does not have a dedicated immigration appeals tribunal equivalent to the UK’s First-tier Tribunal or Australia’s Administrative Review Tribunal. Refusals are reconsidered by the issuing authority (LMRA or NPRA) on request. For formal complaints, the Tawasul national complaints platform (services.bahrain.bh/tawasul) routes issues to the responsible ministry. Security-based refusals (deportation orders, blacklisting) are generally not subject to independent review.

What happens if I fail the mandatory medical examination?

If the MOH Medical Committee determines that you are medically unfit — typically due to a positive result for HIV, Hepatitis B, or Hepatitis C — the finding is transmitted directly to the LMRA system and your work permit will not be issued. There is no publicly documented administrative appeal process for a medical unfitness determination. The applicant is generally expected to leave Bahrain.

My e-visa application was refused without any reason given. What can I do?

NPRA is not required to state reasons for e-visa refusals, particularly where the refusal involves security or immigration history considerations. You can submit a formal complaint via Tawasul (services.bahrain.bh/tawasul), which will route the complaint to NPRA. If the refusal relates to a past overstay or immigration violation, resolving those records (contacting NPRA directly) before a fresh application is the most practical route.

Can I stay in Bahrain while my work permit refusal is being reconsidered?

Your right to remain in Bahrain depends on your current valid status (visit visa, dependent visa, or other). A work permit refusal does not itself grant or extend your right to stay. If your current visa or permit expires during the reconsideration period, you must either depart or ensure the employer resolves the matter and obtains a valid permit before expiry. Overstaying carries fines and can result in deportation and blacklisting.

What is the LMRA Protection Centre and when should I contact it?

LMRA’s Protection Centre (lmra.gov.bh/en/page/show/506) is specifically for workers in distress — including those whose permits have been cancelled without notice, workers facing employer non-compliance, or those experiencing labour abuse. It provides immediate assistance and can help workers transition to the Flexi Permit pathway if they meet eligibility criteria. Contact details and services are listed on the LMRA website.
