Overview
Settling in Oman as an expatriate worker follows a sponsor-driven sequence. Your employer (sponsor) triggers most of the formal steps, but there are critical actions you must also take in person. The most important statutory deadline is registration for your residence card (bittaqat al-iqama) within 30 days of entry — this is a legal obligation under the Civil Status Law. Registration is done at any Directorate General of Civil Status office across the governorates; the ROP's eService portal also offers online options. From November 2025, residence cards under Ministerial Decision 157/2025 carry validity of up to 10 years at OMR 5 per year. Beyond the card, you must be enrolled by your employer in the Wage Protection System (WPS), open a local bank account into which your salary must be paid, and register for health services. Engineers and accountants must hold their professional classification certificates before the work permit is valid. Before You Arrive — Employer's Steps
- Labour clearance secured: Your employer must have obtained the Ministry of Labour labour permit specifying your name, nationality and occupation before the ROP will issue your work visa. Confirm this is in hand before booking your flight.
- Work visa stamped in your passport: The work visa (OMR 20 fee paid by employer) must appear in your passport before entry. The visa is multi-entry and valid for 2 years from stamping date.
- Medical certificate (select nationalities): Nationals of India, Pakistan, Philippines, Bangladesh, Indonesia, Sri Lanka, Egypt, Sudan, Ethiopia, Syria and Nepal must present a Ministry of Health-attested medical certificate before the visa is issued. Confirm with your employer whether this applies to you and arrange it before departure.
- Professional certification (engineers/accountants): If you are an engineer, your OSE professional classification certificate must be in place before your work permit can be issued. If you are in accounting or finance, the Sector Skills Unit certificate is required from September 2025.

How long do I have to register for my residence card after arriving in Oman?
30 days from the date of entry into Oman. This is a legal obligation under the Civil Status Law. Registration is done at any Directorate General of Civil Status office across the governorates. Under Ministerial Decision 157/2025 (November 2025), the card is now valid for up to 10 years at a fee of OMR 5 per year. You must also renew within 30 days of the card's expiry. Late renewal triggers fines applied to your sponsor.
Does my employer have to pay my salary into a bank account, or can they pay cash?
Since Ministerial Decision 729/2024 implementing the Wage Protection System (WPS) under Labour Law 53/2023, all private-sector employers must transfer wages electronically to a bank or Central Bank of Oman-regulated financial institution. Cash payment of wages is not compliant with WPS. Wages must arrive within 3 days of the end of each pay period. From September 2025, 75% of any company's workforce must be covered; from November 2025, 90%. Failures attract fines of OMR 50 per worker, doubling for repeat violations.
What medical examination do I need before or after arriving in Oman?
Depends on your nationality and the stage of your application. Nationals of India, Pakistan, Philippines, Bangladesh, Indonesia, Sri Lanka, Egypt, Sudan, Ethiopia, Syria and Nepal must present a Ministry of Health-attested pre-departure medical certificate before the work visa is issued. After arrival, many workers must complete a Post Arrival Medical Fitness Examination through the MOH's Medical Fitness Centres — book via the MOH eHealth portal (moh.gov.om). This post-arrival exam is required for residence card issuance in many cases and confirms fitness to work.
I want to bring my family to Oman. What steps are involved?
You (or your employer as your kafeel) must apply for Family Joining Visas through the Royal Oman Police for each dependant. The ROP requires that you meet minimum salary and accommodation standards — current thresholds are set by the Directorate General of Passports and Residence and are not publicly listed in a single table; confirm with the ROP or your employer's HR department. Each dependant must have a valid passport and other documents specified in the visa application. The family visa is distinct from your work visa.
My employer has not yet enrolled me in the Wage Protection System. What can I do?
File a complaint through the Ministry of Labour's electronic complaints service at mol.gov.om. Under Ministerial Decision 729/2024, employers who fail to pay wages through the WPS face fines of OMR 50 per affected worker, doubling for repeat violations. The Ministry can suspend the employer's initial work permit services for non-compliance. You can also contact the Ministry of Labour's Labour Dispute Resolution service for unresolved wage disputes.
Can I drive in Oman on my foreign driving licence?
Oman accepts international driving permits for a short period. For long-term driving, the procedure depends on your home country. GCC-country licences are typically exchangeable at the ROP Traffic Department without a road test. Most other nationalities can exchange their home licence at the ROP — contact the Directorate General of Traffic (part of ROP) for the current list of exchangeable licences and any road test requirements.
