Visa and immigration refusals in Oman are handled by two separate agencies with different recourse mechanisms. The Royal Oman Police issues and refuses e-visas and work visas: for e-visa denials, the Omani government does not generally provide a formal appeal process, and the standard remedy is to re-apply with corrected documentation or apply through an Omani embassy or consulate. Work visa refusals tied to a deficient Ministry of Labour labour clearance are resolved by first correcting the MoL clearance. The Ministry of Labour handles work permit refusals: disputes that cannot be resolved administratively may be escalated through mediation and ultimately to the Labour Court under the procedures set out in Labour Law 53/2023 (Royal Decree 53/2023). Common refusal grounds include occupation-clearance mismatches, missing approvals for regulated professions, nationality-specific documentation failures (missing medical certificate), or the employer's failure to meet Omanisation quotas. e-Visa Refusals — No Formal Appeal Track
- No standard appeal for e-visa denials: The Royal Oman Police, per the ROP's evisa.rop.gov.om portal terms, states that visa fees are non-refundable and that paying for a visa does not guarantee issuance. The Omani government does not maintain a formal administrative appeal route for e-visa refusals.
- What to do after an e-visa denial: Review the reason given in the decision notification, correct any documentation errors (passport validity below 6 months, missing photographs, incorrect personal details), and re-apply. Alternatively, apply for the equivalent visa category through the Omani embassy or consulate in your home country.
- Eligibility wizard first: The evisa.rop.gov.om Visa Eligibility Wizard determines whether you qualify for a specific sub-type before you apply. Running this first avoids paying non-refundable fees for ineligible applications.
- Nationality-specific documentation: Nationals of India, Pakistan, Philippines, Bangladesh, Indonesia, Sri Lanka, Egypt, Sudan, Ethiopia, Syria and Nepal must supply a Ministry of Health-attested medical certificate. Absence of this document is a common refusal ground for these nationalities.

Can I appeal an Oman e-visa refusal formally?
No. The Royal Oman Police and the Omani government do not operate a formal administrative appeal track for e-visa denials. The evisa.rop.gov.om portal states that visa fees are non-refundable and that payment does not guarantee issuance. If refused, the practical routes are: (1) re-apply with corrected documentation after checking the Visa Eligibility Wizard; (2) apply at an Omani embassy or consulate in your home country; or (3) if the refusal relates to a Ministry of Labour labour clearance issue, have your employer resolve the clearance first before a new application is submitted.
My work permit was refused because my occupation on the labour clearance doesn't match my visa application. How do I fix this?
This is the most common work visa refusal ground in Oman. The fix is at the Ministry of Labour level, not the ROP level. Your employer must apply for a corrected labour clearance from mol.gov.om specifying the correct occupation — exactly as it will appear on the work visa application. Once the corrected clearance is issued, the employer submits a fresh work visa application to the ROP. Ensure the occupation code and title on both documents are identical before submitting.
My employer hasn't paid me for two months. What formal complaint process is available?
File a labour complaint electronically at mol.gov.om through the Ministry of Labour's Labour Relations Department. Under the Wage Protection System (Ministerial Decision 729/2024), employers must pay wages within 3 days of the pay period end. Non-payment attracts fines of OMR 50 per worker, doubling for repeats, and the Ministry can suspend the employer's work permit services. If mediation at the Ministry fails to resolve the dispute, the case can be escalated to the Labour Court under Labour Law 53/2023.
I left Oman less than 2 years ago. Can I get a new work visa with a different employer?
Potentially yes, but a specific additional document is required: a release letter from your previous Omani employer, approved by the Directorate General of Passports and Residence. Without this, the ROP will refuse the new work visa application. Your new employer should coordinate obtaining this clearance as part of the hiring process. Additionally, if there are outstanding fines or violations on your record, these must be settled before any new application is accepted.
What happens if my employer's Omanisation quota is full — can they still hire me?
If the employer has reached its maximum expatriate ratio for its business activity sector, the Ministry of Labour will not issue a new labour clearance for an additional foreign worker. The employer would need to either increase its Omani national headcount to restore headroom, apply for a sector exemption (where available), or reduce other expatriate positions. This is an employer-side constraint that cannot be resolved by the individual applicant — if your offer employer is blocked, you would need to seek employment with a different Omani company that has capacity within its Omanisation quota.
I'm a doctor seeking a work permit in Oman. Are there extra approval steps I should know about?
Yes. Medical professions are a regulated occupation category in Oman requiring three separate approvals before the work permit is issued: (1) Ministry of Health approval and registration as a health practitioner — apply via the MOH eServices portal (moh.gov.om) under Health Practitioners Registration; (2) a Ministry of Labour approval (included in the labour clearance process for medical occupations); and (3) a Ministry of Health attestation on the medical certificate for select nationalities.
