Portugal runs on three numbers — NIF, NISS and número de utente — plus one hard deadline: request your driving-licence exchange at IMT within 90 days of residence.

Overview

Portugal's settling-in machinery is organised around three identification numbers and one agency with a backlog. The NIF (número de identificação fiscal) from the tax authority (Autoridade Tributária, at any Finanças desk or Loja do Cidadão) is the master key — free, usually issued same-day, and required for a bank account, rental contract, employment and utilities. The NISS (número de identificação da Segurança Social) is requested online from Segurança Social free of charge and is what your employer needs to pay contributions. The número de utente registers you with the SNS health service at your local centro de saúde. Residence-permit processing sits with AIMA (Agência para a Integração, Migrações e Asilo), which replaced SEF in late October 2023 and inherited a significant appointment backlog — book as early as possible and keep proof. Your junta de freguesia (parish council) issues the atestado de residência that several of these registrations accept as proof of address. One genuine deadline hides in the first weeks: non-EU licence holders may drive for only 90 days from taking up residence and must lodge the IMT exchange request within that window (€30). Week 1 — NIF First, Then Everything Else

  • NIF at any Finanças desk or Loja do Cidadão: Free and normally issued on the spot. Bring your passport and proof of address (foreign address is acceptable at this stage). Non-EU/EEA nationals may be asked to appoint a fiscal representative or activate electronic notifications on the Portal das Finanças — confirm at the desk, as practice has been simplified in recent years.
  • Junta de freguesia: Once you have a place to live, your parish council can issue an atestado de residência (proof-of-residence certificate, small fee set by each junta, typically requiring two witnesses or a lease) — the closest Portuguese equivalent to an empadronamiento, and accepted by many services as address proof.
  • Bank account: With NIF + passport + proof of address you can open an account; Portuguese landlords and utilities expect IBAN direct debits, so do this before signing contracts where possible.
  • SIM and utilities: Mobile contracts (MEO, NOS, Vodafone) and electricity/gas registration all require the NIF — another reason it comes first.

It is free of charge, and the number is issued after analysis by Social Security services — there is no statutory same-day guarantee, so apply as soon as you have signed a contract. You need the NISS before your employer can register you and remit contributions, and later for Segurança Social Direta (the online account), benefits and eventually pension rights.

How does SNS registration work and what does healthcare cost me?

Register at the centro de saúde covering your address with passport, NIF and proof of address or your residence document; you are issued a número de utente. Public primary care is provided through the centro de saúde, with modest user fees (taxas moderadoras) largely abolished or reduced in recent years for primary care; prescriptions are subsidised. Assignment of a médico de família depends on local capacity — join the waiting list immediately if none is available. Workers' coverage flows from social-security contributions; non-working residents register on the strength of their residence documents.

What exactly is the 90-day driving rule, and what happens if I miss it?

Counted from the date you obtain residence, a non-EU/EEA licence lets you drive in Portugal for 90 days — and within those 90 days you must submit the exchange request to IMT (€30, online or in person, with a biometric appointment for photo and signature). Miss the window and you may no longer drive on the foreign licence, though you can still request the exchange without driving for up to two years from residence. After two years, exchange requires passing a practical driving test. Whether you also face document requirements like certified translations depends on the issuing country's agreements with Portugal — check imt-ip.pt for your country.

My AIMA appointment is months away — am I illegal in the meantime?

No. AIMA, which replaced SEF in late October 2023, inherited a substantial backlog, and the government has run regularisation task-forces to work through pending files. What matters is evidence of compliance: keep your visa, entry stamp, online booking confirmation and any AIMA correspondence — these document that delay lies with the agency, not you. Practical life (bank, NIF, NISS, SNS, school enrolment) does not wait for the residence card and can proceed on your visa and supporting documents. What is the junta de freguesia and why does everyone tell me to go there?

The junta de freguesia is your parish council — the most local tier of Portuguese government.
