Portugal requires A2 Portuguese certification for citizenship — relatively modest compared to France's B2 or Italy's B1. The recognised certification body is CAPLE (Centro de Avaliação de Português Língua Estrangeira) at the University of Lisbon, which administers CIPLE (Certificado Inicial de Português Língua Estrangeira) at A2 level. For residence permits and most other procedures, no formal Portuguese language test is required. The A2 requirement applies specifically to citizenship by naturalisation, citizenship by marriage, and certain residence-permit conversions. Exemptions exist for nationals of Portuguese-speaking countries (Brazil, Cape Verde, Mozambique, Angola, etc.).
