Overview
Relocation to Singapore runs on a tightly scripted dependency chain administered by the Ministry of Manpower (MOM) and the Immigration & Checkpoints Authority (ICA). Once your Employment Pass or S Pass is approved, the In-Principle Approval (IPA) letter doubles as a pre-approved single-entry visa and gives you exactly 6 months to enter Singapore and have the pass issued. The IPA also states whether you must complete a medical examination after arrival. Issuance (S$225 per pass, done by the employer through EP eService) produces a notification letter valid for 1 month that lets you start work and travel while the card is produced. If the letter says so, you must register fingerprints and a photo at the Employment Pass Services Centre within 2 weeks — where MOM also sets up your Singpass, the national digital identity tied to your Foreign Identification Number (FIN). The card arrives within 5 working days after registration. The FIN and Singpass then unlock everything else: the SGWorkPass app, bank onboarding, government e-services. Verified against mom.gov.sg and ica.gov.sg as of June 2026.
Before Departure
- Print the IPA letter: the pass-holder's copy of the In-Principle Approval is your single-entry visa into Singapore. It is valid for 6 months from approval — enter and complete issuance within that window or the approval lapses.
- Check the IPA for a medical examination requirement: the letter states whether you need a medical exam (which can be done after arrival in Singapore) — typically a chest X-ray and HIV test on MOM's medical examination form. Book a clinic slot early; issuance can be held up waiting for results, though employers can extend your Short-Term Visit Pass 7–14 days before it expires with a doctor's memo.
- Authenticate origin-country documents now: marriage and birth certificates for Dependant's Pass applications, and any document for a future PR application, should be apostilled or legalised in the issuing country before you fly — Singapore authorities cannot authenticate foreign documents.
- Line up housing: pass issuance requires a Singapore residential address that meets MOM's housing requirements, plus an address for card delivery and up to 3 authorised recipients. A serviced apartment or temporary lease address works, but you cannot complete issuance without one.
- Family timing: Dependant's Pass applications (spouse and children under 21, available to EP and S Pass holders earning at least S$6,000 fixed monthly salary) can be filed with the main application — but if the main pass is rejected, family application fees are lost. Most employers file family passes after main-pass approval.
- Comply with entry requirements: submit the SG Arrival Card and check ICA's current entry requirements before travelling.

How long do I have to move to Singapore after my Employment Pass is approved?
Six months. The In-Principle Approval (IPA) letter functions as a pre-approved single-entry visa and gives the candidate 6 months from approval to enter Singapore and have the pass issued. Bring the printed pass-holder's copy to show the immigration officer. Don't cut it fine: issuance requires you to be in Singapore, a residential address, any medical examination stated in your IPA, and payment of the S$225 issuance fee by your employer through EP eService. If the IPA lapses, the employer starts over with a fresh application against whatever thresholds then apply.
What happens at the Employment Pass Services Centre appointment, and what do I bring?
If your notification letter says registration is required, you must attend the EPSC within 2 weeks of pass issuance, by appointment. MOM captures your fingerprints and photo, verifies documents, and registers you for a Singpass account on the spot. Bring your original passport, the appointment letter, the notification letter, and your phone with a local mobile number and both the Singpass and SGWorkPass apps downloaded. The same day, you can log into SGWorkPass with your new Singpass and view your digital work pass. The physical card is delivered to your nominated address within 5 working days.
Can I start work before my pass card arrives?
Yes. The notification letter issued when your employer completes issuance is your interim authority: it lets you start work and travel in and out of Singapore while the card is produced, and it states whether you need fingerprint registration. But it is valid for only 1 month from issue, so complete any required EPSC registration promptly — the card then arrives within 5 working days. If you need more time, your employer must request an extension of the notification letter's validity through MOM. Working on a lapsed letter without a card or valid pass is an offence.
Do I pay CPF as an Employment Pass or S Pass holder?
No. CPF contributions are payable only for Singapore Citizens and Singapore Permanent Residents; foreign employees have been exempt since 1 January 2003, and employers are not permitted to make CPF contributions for them even on request. This cuts both ways: your take-home pay is higher than a comparable local package, but nothing is being banked for retirement, housing or MediSave on your behalf. If you are later granted PR, CPF contributions begin — at graduated rates for the first two years of PR status. Factor this into salary negotiations and private savings planning from day one.
When can my spouse and children join me?
EP and S Pass holders earning a fixed monthly salary of at least S$6,000 can sponsor a Dependant's Pass for their legally married spouse and unmarried children under 21. The employer can file DP applications together with the main pass or afterwards — but filing together risks losing the DP application fees if the main pass is rejected, so many file after approval. Each dependant gets their own IPA and goes through card issuance like the main applicant. Children's schooling needs separate planning: mainstream MOE school entry for international students runs through the AEIS admissions exercise, subject to vacancies.
What should I get done in my home country before flying that I can't fix later?
Three things are far harder from Singapore. First, document authentication: apostilles or legalisation for marriage, birth and qualification documents must be done by the issuing country's own authorities — Singapore's SAL cannot authenticate foreign documents. Second, police certificates from your home country, if any future application needs them — many issuing authorities require in-person steps. Third, MOM qualification verification evidence if your employer is claiming COMPASS C2 points — gather transcripts and certificates in advance. Also check ICA entry requirements and submit the SG Arrival Card before travel, and carry several months of any prescription medication with supporting letters.
