Citizenship changed on 6 June 2026: applicants aged 16–66 must now demonstrate knowledge of Swedish society and the Swedish language. The knowledge requirement is being phased in — the civics test (medborgarskapsprovet), administered by the Swedish Council for Higher Education (UHR), holds its first sitting on 15 August 2026 with registration open from 8 June 2026, while testing of Swedish reading and listening comprehension begins on 1 October 2027 at the earliest. Do I need to pass a Swedish test to get a work permit or permanent residence?

Registration for the first sitting opened on 8 June 2026 through UHR, with the first test on 15 August 2026, initially administered in Stockholm with further locations expected over time. Watch uhr.se for sittings, locations, fees and accepted ID — and treat third-party 'practice test' sites with caution, since only UHR's published specification defines what is actually examined.
Is SFI really free, and is there a catch?
It is genuinely free — every municipality must provide utbildning i svenska för invandrare through its adult education system to registered residents, normally from age 16, and there is no tuition fee. The new catch is time: since 1 January 2026, participants have three years in which to study SFI, ending the old open-ended model. So enrol in your first weeks rather than after settling in. SFI runs in levels (courses A–D) across different study paths depending on your education background; completing course D positions you for further Swedish at komvux and for the citizenship requirements now phasing in.
I want to study at a Swedish university — which test do I need?
TISUS — the Test in Swedish for University Studies — if you lack Swedish upper-secondary qualifications. It is developed and run by Stockholm University and accepted by every Swedish university as proof of language eligibility for study in Swedish. It tests reading comprehension, written proficiency and oral proficiency at an academic level, is offered in May and October/November each year in Gothenburg, Linköping, Lund, Malmö, Stockholm, Umeå and Uppsala plus venues abroad, and costs around SEK 2,380 for the complete test in Sweden (more abroad) — confirm the current fee with your venue. Note that English-taught programmes need no Swedish test at all.
Should I wait for the official language test before preparing, since it only starts in 2027?
No — start with SFI now, for three practical reasons. First, your SFI clock is already running: the three-year completion window applies from enrolment under the 1 January 2026 rules. Second, the citizenship language requirement is already law for decisions from 6 June 2026; the phased rollout concerns how it is tested, not whether it applies, so arriving at application time with strong Swedish protects you however the testing details land. Third, if the proposed permanent-residence tests become law from July 2027, the same preparation covers both milestones. Free municipal tuition that feeds every future requirement is the rare no-regret move.
