Overview
Your first month in the UAE is dominated by one sequence: complete the medical fitness test at an approved centre (mandatory for everyone 18 and over — blood test plus chest X-ray, with results sent electronically to immigration), give fingerprints for the Emirates ID at an ICP service centre (mandatory at 15+), and wait for the electronic residence visa and the Emirates ID card that follow. Until the Emirates ID exists, banks, telecom operators, tenancy registration and utilities are all degraded or blocked, so the practical rule is: do the medical within days of arrival, biometrics immediately after, and use the waiting time to view housing and gather documents. EHS (the Northern Emirates' provider) prices the residency medical at AED 260–360 by worker category plus service-centre fees with results in 24 hours; Dubai Health and SEHA/DPSC run the Dubai and Abu Dhabi networks. Register for UAE PASS early — it is the login for nearly every government service. Verified against u.ae, ehs.gov.ae, icp.gov.ae and dubailand.gov.ae as of June 2026.
Week 1 — Medical Fitness and Emirates ID Biometrics
- Medical fitness test (days 1–5): Book at an approved centre only — Dubai Health medical fitness centres in Dubai, SEHA/DPSC or Capital Health Screening Centre in Abu Dhabi, EHS public health and screening centres in the other emirates. Bring passport (or Emirates ID for renewals) and one passport photo. The test is a blood draw plus chest X-ray and physician evaluation; EHS issues results within 24 hours by email and SMS and lists fees of AED 260 (employees/company workers), AED 310 (salon/gym/healthcare-facility workers) and AED 360 (private drivers, nannies, domestic workers) plus service-centre fees.
- Result flows automatically: A fit result is transmitted electronically to ICP/GDRFA — you do not carry paper between agencies.
- Emirates ID biometrics (days 3–7): Attend the ICP service centre named in your application for fingerprints and signature (everyone 15+). The Emirates ID costs AED 100 per year of visa validity plus AED 40 (eForm) or AED 70 (typing centre) application fee.
- Sponsor does the filing: Your employer's PRO, an Amer centre (Dubai) or a typing centre files the residence application; your job is to show up to the medical and biometrics promptly — every day of delay pushes the whole chain back.
- Stay reachable: Status updates arrive by SMS and email from ICP/GDRFA; a working local SIM (a tourist/visitor SIM is fine for now) keeps the chain moving.

What exactly happens at the medical fitness test, and how fast do results come?
You check in with your passport (Emirates ID for renewals) and a photo, give a blood sample, have a chest X-ray, and are evaluated by the physician. The screening targets communicable diseases — HIV testing applies to all residence applicants and chest X-ray screening is used for pulmonary tuberculosis — and additional tests apply to specific job categories such as domestic workers. EHS, which runs the Northern Emirates centres, issues the report within 24 hours by email and SMS, and the result is transmitted electronically to ICP/GDRFA so your visa processing continues without paper. Dubai Health (Dubai) and SEHA/DPSC (Abu Dhabi) operate the other networks, including premium fast-track centres.
How long until I have my Emirates ID in hand, and what's blocked until then?
The gating steps are your medical result (24 hours at standard EHS service), biometrics at the ICP centre, electronic visa issuance, then card production and Emirates Post delivery — commonly a couple of weeks end-to-end if you do the medical and fingerprints in week one. Until the card arrives: SIM registration in your own name, most bank account openings, Ejari/Tawtheeq tenancy registration and utility activation are blocked or degraded. Workarounds exist — some banks accept the Emirates ID application receipt, and you can house-hunt and negotiate the tenancy meanwhile — but treat the card as the critical path and chase it on ICP smart services.
What is UAE PASS and do I really need it in month one?
UAE PASS is the national digital identity and single sign-on — the login for u.ae, ICP and GDRFA smart services, EHS medical bookings, MOHRE, DEWA and most other government platforms, and at verified level it lets you digitally sign documents. You can create a basic account with your phone number early, but the useful tier requires verification against your Emirates ID (app-guided or at a kiosk). Set it up the week your Emirates ID arrives: your residence renewals, fine checks, medical bookings, Ejari downloads and certificate requests for the next decade will all run through it.
Can I drive on my foreign licence when I arrive?
Once you become a resident, no — visitors can drive rental cars on accepted foreign licences or an IDP, but residence-visa holders must hold a UAE licence from their emirate's licensing authority (RTA in Dubai, for example). Nationals of countries on the approved exchange list swap a valid foreign licence for a UAE one without theory or road tests — an eye test and fees only — while everyone else completes driving-school training and the tests. The exchange list and any reciprocity conditions are maintained by the licensing authorities and change periodically, so check your emirate's current list rather than relying on year-old forum posts.
When can my family join me, and what has to be in place first?
Family sponsorship has prerequisites that make it a weeks-2-to-4 project, not a day-1 one: your own residence visa must be issued; you need the minimum salary for sponsorship; your marriage certificate (and children's birth certificates) must be attested through the full legalisation chain — home-country authority, UAE embassy there, MOFAIC (AED 150 per document); and you generally need a registered tenancy (Ejari/Tawtheeq) evidencing accommodation. Once filed, each family member 18+ takes the medical fitness test and each member 15+ gives Emirates ID biometrics, repeating your own week-1 sequence. Start the document attestation before you leave your home country.
What does the first month actually cost in government fees?
Plan for: the medical fitness test (EHS lists AED 260–360 by category plus service-centre fees; Dubai and Abu Dhabi centres price separately, with premium fast-track options costing more), the Emirates ID at AED 100 per year of visa validity plus AED 40–70 application fee, and visa-side fees usually paid by the employer for work residence. Add Ejari registration (AED 100 plus small fees) and utility deposits if you take housing immediately, and AED 150 per document for any MOFAIC attestation you still owe. The recurring trap is fines, not fees: AED 50 per day for overstay beyond grace, AED 20 per day (capped at AED 1,000) for late Emirates ID renewal — calendar both.
