UAE Language Requirements 2026 — No Test for Any Visa; Arabic Only for Citizenship and the Courts

Overview

Unlike Australia, Canada, the UK or most European destinations, the UAE imposes no language test at any stage of its immigration system: there is no IELTS, TOEFL or Arabic-test requirement for employment entry permits, MOHRE work permits, Golden Visas (10-year), Green Visas (5-year), family sponsorship, retirement or student residence. Where language does carry legal force is narrow and specific. First, naturalisation: the UAE nationality framework requires applicants for citizenship by naturalisation to be proficient in Arabic — alongside roughly 30 years' lawful residence for the general category (shorter for some Arab-origin categories), lawful income and clean record — with proficiency assessed within the application process rather than by a published standardised public test. Second, the courts: Article 5 of Federal Decree-Law No. 42 of 2022 on Civil Procedure makes Arabic the language of the courts, and Federal Decree-Law No. 22 of 2022 restricts certified translation to Ministry of Justice-listed translators. No Language Test at Any Immigration Stage

  • Work routes: MOHRE work permits and employment residence visas have no language component — eligibility runs on professional levels (1–9 per the ISCO classification), attested certificates for skilled levels and salary thresholds, never on language scores.
  • Golden Visa (10-year): Eligibility for investors, entrepreneurs, specialised talents, scientists, doctors and outstanding students is defined by investment amounts, accreditations (Emirates Scientists Council, Ministry of Culture and Youth, Ministry of Economy patents) and qualifications — no language requirement appears anywhere in the published criteria on u.ae.
  • Green Visa (5-year): Skilled employees need occupational level 1–3, a bachelor's degree or equivalent and AED 15,000+ monthly salary; freelancers need AED 360,000 annual self-employment income or proof of solvency — again, no language criterion.
  • Family, retirement, student: Sponsorship-based and self-sponsored residence categories likewise have no language testing.
  • No integration regime: The UAE has no equivalent of European civic-integration or language-course obligations attached to residence — there is no permanent-residence milestone with a language gate, because long-term status is delivered through renewable Golden/Green visas instead.

Do I need IELTS, TOEFL or any English test for a UAE work visa?

No. Neither MOHRE (work permits) nor ICP/GDRFA (entry permits and residence visas) tests language at any point. Work-route eligibility is built from your occupational classification (MOHRE's nine professional levels under the ISCO system), an attested above-secondary certificate for skilled levels, salary thresholds, and the employer's quota and licence position. English-test scores only enter the picture indirectly — for example if a university admission or a professional regulator's licensing standard requires one — and that is the institution's requirement, not an immigration rule. If an agent tells you a language certificate is needed for the visa itself, that is wrong.

Does the Golden Visa or Green Visa require any language ability?

No. The published Golden Visa criteria on u.ae are entirely about money, accreditation and achievement: AED 2 million deposits or capital for investors, Emirates Scientists Council accreditation for scientists, Ministry of Culture and Youth accreditation for creatives, Ministry of Economy-approved patents for inventors, top-university and GPA criteria for students. The Green Visa requires occupational level 1–3, a bachelor's degree or equivalent and AED 15,000 monthly salary (skilled employees) or AED 360,000 annual income/solvency (freelancers). No language test, interview-in-Arabic or integration course appears in either framework.

When does Arabic become a real legal requirement?

Twice. First, citizenship: applicants for naturalisation must be proficient in Arabic under the UAE nationality framework, alongside roughly 30 years of lawful residence for the general category (shorter tracks exist for certain Arab-origin applicants), lawful income, an academic qualification and a clean record — naturalisation is rare and discretionary, and proficiency is assessed within the process rather than via a published public test you can book. Second, the courts: Arabic is the statutory court language (Article 5, Federal Decree-Law No. 42 of 2022), so any litigation, labour dispute or personal-status case runs in Arabic with certified translation of foreign-language documents.

Is there an official Arabic test I should take to prepare for citizenship?

There is no published, bookable standardised Arabic test tied to UAE naturalisation in the way IELTS is tied to UK settlement — the nationality framework states the proficiency requirement, and assessment happens within the application and interview process handled through ICP and the nationality authorities. Given the general naturalisation track requires on the order of 30 years' residence and grants are discretionary, treat Arabic study as a long-term life investment rather than exam preparation. If your interest is professional rather than citizenship-driven, commercial and university Arabic certifications exist, but none carries immigration-law significance.

My documents are in English — do I need them translated into Arabic for my visa?

Often not for routine immigration processing: ICP, GDRFA and MOHRE handle English-language certificates extensively, and the major portals operate bilingually. But two rules protect you from surprises. First, any deciding authority can require Arabic at any point, and some procedures (personal-status matters, certain municipal and ministry processes) routinely do. Second, when translation is required it must come from a translator or translation house on the Ministry of Justice register under Federal Decree-Law No. 22 of 2022 — an ordinary translation has no legal standing, and courts are barred from accepting it. Translate after attestation, and keep the translator's stamped copy.

Will I struggle in daily life or at work without Arabic?

For most expatriate roles, no — English functions as the working language of large parts of the private sector, and banks, hospitals, telecoms and government call centres serve English speakers as standard. The places Arabic genuinely matters: your MOHRE employment contract's Arabic text is the governing version in a dispute; court proceedings run in Arabic; some emirate-level paperwork is Arabic-first; and police or official interactions may be smoother with it. Professionally, regulators rather than immigration set any communication standards — healthcare licensing under DHA, DoH Abu Dhabi or MOHAP follows the unified PQR, so check your profession's sheet there.
