Vietnam's 24-hour registration rule is strict — your landlord and you must notify the ward police on arrival day, before anything else.
Overview
Moving to Vietnam involves a tightly sequenced set of administrative tasks, with temporary residence registration as the non-negotiable first step. Under Vietnam's Law on Residence (as applied to foreigners), all foreign nationals must register their temporary address with the ward/commune/town police office (Công An Phường/Xã) within 12 hours of arrival in urban areas and within 24 hours in rural areas. This obligation falls on both the foreigner and the accommodation provider (landlord or hotel). Failing to register can result in fines and complications with subsequent immigration steps. The dependency chain runs: residence registration → work visa (LD) stamp → Temporary Residence Card (TRC) from the Immigration Department → Vietnamese tax code registration with the General Department of Taxation → bank account opening → social and health insurance enrolment. For foreign workers, the employer handles social insurance registration under the Labour Code 2019; voluntary private health insurance is recommended as the public system is not freely available to TRC holders. Pre-Departure Checklist (Before Arriving in Vietnam)
- Work permit and visa: Confirm your Giấy Phép Lao Động (work permit) has been issued by the Provincial People's Committee and that your LD1 or LD2 visa is stamped in your passport — entry without the correct visa category risks denial at the port.
- Apostilled documents: Ensure all foreign documents required for your work permit dossier (degree certificate, criminal record certificate, professional experience letters) have been apostilled (Hague countries) or consular-legalised (non-Hague countries) and accompanied by Vietnamese-language notarised translations.
- Health certificate: A health examination under Circular 32/2023/TT-BYT must be conducted at a Ministry of Health-authorised facility; arrange this before submitting the final work permit dossier, as it is a required enclosure.
- Accommodation confirmed: Secure a lease agreement before arrival — the landlord's name, address, and ID details are needed for the residence registration form on day one.

What happens if my landlord does not register my temporary residence in Vietnam?
Both you and your landlord are legally obligated to register temporary residence at the ward/commune police office. Failure to register within 12 hours (urban) or 24 hours (rural) of arrival is a violation of Decree 144/2021 and can result in an administrative fine for both parties. More practically, unregistered residence creates problems for subsequent steps: the TRC application requires a residence registration confirmation, and banks require a registered address. Do not rely solely on the landlord — accompany them to the police office or confirm registration in writing.
Can I open a bank account in Vietnam before I receive my Temporary Residence Card?
Vietnamese commercial banks generally require a valid residence document — a TRC or at minimum a valid visa with registered temporary address — before opening a local bank account. In practice, some banks will open a limited account on a valid long-stay visa, but a TRC is the standard requirement for full account access. Obtain TRC first (5–7 working days after applying), then approach the bank with your passport, TRC, and Vietnamese tax code. Your employer may advance funds or use payroll direct deposit arrangements in the interim.
Does my employer handle social insurance registration in Vietnam, or do I do it myself?
Your employer is legally responsible for registering you with Vietnam Social Security (VSS) and deducting compulsory contributions under the Labour Code 2019. Foreign employees on work permits of 12 months or more are subject to compulsory social insurance and health insurance contributions — the employer contributes approximately 17.5% and the employee approximately 10.5% of the gross salary into the VSS fund. You do not register independently; the employer's HR or payroll team submits the forms. If your employer fails to register you, you can report this to the Provincial People's Committee or the VSS local office.
How long do I have to apply for a Temporary Residence Card after I enter Vietnam on an LD visa?
There is no separate statutory deadline for TRC conversion distinct from the visa validity, but it is strongly advisable to apply within the first week of arrival. The TRC application requires a residence registration confirmation, which itself must be obtained within 12–24 hours of arrival. If you delay the TRC application, you are relying on your LD visa for lawful stay — and if the visa expires before the TRC is issued, you enter an irregular status. Apply as soon as you have your residence registration certificate, passport, work permit, and photos ready.
Is Vietnamese private health insurance required, and what does the employer-provided health insurance cover?
Compulsory health insurance registered through Vietnam Social Security (BHYT — Bảo Hiểm Y Tế) covers treatment at designated public hospitals. The VSS scheme pays 80–100% of costs at contracted hospitals depending on referral level. However, many expatriate workers supplement this with international private health insurance because the public system may not cover internationally-standard facilities or provide English-language services. Private health insurance is not legally required but is strongly advisable. Your employer's health insurance contribution covers only the VSS-contracted system.
What documents do I need to bring to Vietnam for the TRC application dossier?
For an LD category TRC application at the Immigration Department, you typically need: valid passport with LD1 or LD2 visa stamp; the issued work permit (Giấy Phép Lao Động) or work permit exemption certificate; temporary residence registration confirmation from the ward police; 2 recent passport-sized photographs (4×6 cm); and the completed application form. The Immigration Department may also require the original employment contract. Verify the current dossier checklist at xuatnhapcanh.gov.vn, as requirements can be updated.
